BRISBANE, Aug 23 AAP - Campaigns to stop people driving in floodwaters and encourage
them to better stock their pantries are included in the Queensland government's $76 million
campaign to prepare for natural disasters.

Premier Anna Bligh on Tuesday announced the government's response to the floods commission
of inquiry's interim report, which was released earlier this month.

It made 104 recommendations for the state government, all of which it has promised to implement.

Ms Bligh said $14 million would be spent this year to implement the recommendations,
and a total of $76 million over the next five years.

Before the next wet season, an advertising and awareness campaigns called Get Ready
Queensland will be launched.

It will focus on stopping people from driving into floodwaters and make sure households
have enough food to last for three days after a disaster.

There will also be a raft of extra training and resources for emergency workers before
the next wet season.

A minimum of 18 new disaster training courses will be established and delivered 400 times.

A further 200 State Emergency Service volunteers as well as 253 swift water rescue
technicians will be funded.

The government also wants to train 2000 people in disaster management arrangements by November 1.

An extra 19 flood boats will be bought and a further 37 by the end of next year.

A review of the Wivenhoe and Somerset dams' safety manuals is also well underway.

One of the major recommendations of the inquiry was to reduce the Wivenhoe dam to 75
per cent capacity should flood conditions be forecast for summer.

Ms Bligh said legislative changes would be made by the end of the year to clarify the
roles of the water entities and simplify the regulator framework.

"This will make it easier to make a reduction in the full supply level," Ms Bligh told
parliament.

The dams' emergency action plans would also be updated to better inform the community
about water releases.

Meanwhile, Ms Bligh said a dedicated unit has been established within her department
to ensure each agency implements all of the interim report's recommendations.

"Throughout our history of this state we have had to endure what mother nature had
to throw at us and we've always built back stronger than before," she said.

"That is exactly what we are doing now."

More than 78 per cent of Queensland was declared a disaster zone during the floods
in December and January, affecting more than 2.5 million people.

The estimated cost of the disaster is in excess of $5 billion.

The floods commission of inquiry's final findings will be released in February.

VIC:Vic Metro drivers suspected of sabotage

MELBOURNE, April 27 AAP - Every unexplained late train will be investigated by Metro
as plummeting punctuality has raised suspicions that drivers are secretly sabotaging the
timetable.

One in four Metro trains was late and just 77 per cent on time in the past month, News
Ltd reports on Wednesday.

The suspected go-slow has seen punctuality plummet since mid-March.

Metro chief executive Andrew Lezala said they were investigating services that run
late for no apparent reason.

"Our customers expect a service that runs on time, so when we have poor performance
that can't be explained by incidents across the network they want to know why," he said.

The newspaper said some drivers deliberately operate their trains at 5km/h below the
limit, throwing timetables into chaos.

Ten drivers have been questioned so far.

One has been sacked, one has resigned and six have been issued with a final warning.

On March 9, after the Rail, Tram and Bus Union was ordered by Fair Work Australia not
to engage in industrial action, two speeding trains derailed, one of which crashed into
a bank at Sandringham station, the paper said.

CAIRNS, Feb 11 AAP - More far north Queensland families affected by Cyclone Yasi may
need emergency accommodation in coming weeks, local authorities warn.

Cassowary Coast Regional Council Deputy Mayor Mark Nolan said that to date 60 families
had been placed in hotels, caravan parks and other accommodation in Cairns.

But he expects the demand for emergency accommodation to greatly increase as insurance
assessors survey the damage to people's homes.

Many homes between Cardwell and Cairns were damaged by Cyclone Yasi when it crossed
the coast at Mission Beach more than a week ago.

"Demountable homes are being transported into the area," Mr Nolan told AAP.

"We are expecting more people will need to move out of their homes because there may
be asbestos issues.

"People may also come to an agreement with their insurance assessors that their homes
are unfit to live in at that moment."

Older homes, especially those built before 1984 can contain asbestos.

The Asbestos Diseases Foundation has warned cyclone victims returning to their shattered
homes to beware of asbestos.

Asbestos is toxic and, if inhaled, can cause a range of deadly lung diseases.

Mr Nolan says it will take weeks before life returns to normal for residents at Tully,
Mission Beach, Silkwood and other small communities in the region.

Many homes are still without mains power and water still needs to be boiled before
it is consumed.

Potable water is also being supplied at various community centres across the Cassowary Coast.

"Power is being slowly restored but this will take some time given how widespread the
damage is," Mr Nolan said.

He said evacuation centres at Tully and Cardwell are still operating but only a handful
are sleeping there because most have found alternative accommodation or returned to their
homes.

Hundreds continue to show up for free meals at the centres.

However, no more free meals will be provided at the evacuation centres after Friday night.

"Because the local businesses are up and running again, we will stop providing free
meals as of tonight so we're not competing with the businesses," Mr Nolan said.

BRISBANE, April 29 AAP - Seven Queensland passengers who were on the flight with New
Zealand school children who contracted swine flu have been cleared of the virus.

Federal Health Minister Nicola Roxon said only two of the seven people from Queensland
who had been aboard the flight had flu symptoms.

"None of the (15 Australian) passengers, other than two in Queensland, were showing
any symptoms," Ms Roxon told reporters at Parliament House in Canberra.

"The two in Queensland that were identified as showing some symptoms saw their GP.

"The GP advised that they weren't suffering from any flu and obviously we will keep
going through this process if people identify themselves."

NSW: Two-year-old child hurt in highway collision.

SYDNEY, Dec 26 AAP - Several people including a two-year-old child, have been injured
in a collision involving up to four cars on the south coast.

Police were called to the crash scene on the Princes Highway 10km south of Eden about
10am (AEDT) on Friday.

A number of people are being treated for serious injuries, a police spokesman said.

Heavy traffic conditions are expected in the area over the next six to seven hours
as a result of the accident.

Macquarie Radio reported six people were injured in the collision.

Two of the injured are in a serious condition.

A two-year-old child has fractured legs, and a 20-year-old woman has suffered spinal injuries.

SYDNEY, Aug 18 AAP - Residents of the NSW Snowy Mountains are shocked and devastated
by three fatal accidents in the area, a spokesman for Perisher Blue Resort says.

Neil Thew said the community was especially saddened by the death of local man from
Jindabyne, who was a capable skier and had a young family.

The three men died within several hours of each other in separate skiing accidents
in the Perisher Valley area yesterday.

The first was a 59-year-old man from the Sydney suburb of St Ives who died when he
skied into a tree on a run at Blue Cow called Outer Limits about 12.15pm (AEST), police
said.

About an hour later, a 22-year-old skier from the Blue Mountains town of Wentworth
Falls was crushed by tonnes of snow and ice after an avalanche about five kilometres from
Charlotte Pass in Kosciuszko National Park.

He was one of five people skiing at Blue Lake, where it's believed a collapsed segment
of hardened snow known as an ice cornice gave way.

Just a couple of hours later, a 48-year-old man from Jindabyne died when he hit a tree
while skiing.

"Obviously, we're very sad by the deaths," Mr Thew said.

"It's definitely a shock.

"Deaths don't happen that much down here and three in one day is very devastating."

It was such a beautiful, clear day, he said.

The Perisher community was particularly shocked by the death of the Jindabyne man,
who was a capable skier and well-known among locals.

The man, who has not been named, had successfully completed a steep Olympic run but
lost control soon afterwards.

"I didn't know the fellow personally but members of staff here did," Mr Thew told AAP.

"He has a young family and it's devastating for the local community.

"Apparently he was a very capable skier. It's believed he may have clipped another
person's ski, which caused him to go off course. It was just an accident. It's one of
those very unfortunate things."

acknowledged the organisation's work towards social inclusion.

She says the past decade under the coalition .. has been a tough time for those working
in the social sector .. and as a result there was poverty alongside plenty.

Ms GILLARD says social exclusion is entrenched in society .. but the government is
determined to do whatever it can to improve the lot of those at the bottom of society.

Qld: Mob attacks man and grandson

A mob .. armed with baseball bats and pool cues .. has attacked a 71-year-old man and
his 21-year-old grandson in their home in Brisbane's north.

Police say up to 15 men forced their way into the house in Burpengary about 5am (AEST) yesterday.

The elderly man was hit in the head with a baseball bat .. while his grandson suffered
head injuries and cuts to his face.

A car outside the house was also smashed.

The two victims were taken to hospital with injuries described as non life threatening
.. and police are investigating.

have toured the world with the likes of the Divinyls, Tex Perkins and Cold Chisel songwriter

Owen said today he had played one of the two guitars, a Fender Telecaster Deluxe and
rare 1930s Kluson slide guitar, on all his major tours and recordings since his early
days in the music industry.

He had just brought home the guitars, worth almost $10,000, after playing with Perkins
and Walker in London in September and touring nationally in November.

"I'm pretty miserable," he said.

"That's the sound of our recording, those two guitars. They are my life blood. They
are irreplaceable."

When Owen was at a gallery opening yesterday a friend called him with news his front
door had been smashed.

Jewellery, clothes, sculptures, vitamin tablets and the guitars were taken during the
Jackson Rd, St Kilda, ransacking which occurred sometime between 1.45pm (AEDT) and 7pm
yesterday.

The thief also left a trail of blood through the house after cutting his arm on the
door, police said.

Owen said he planned to trawl local pawn shops and was hopeful the distinctive guitars
would be tracked down, "but it's just an awful feeling".

"I've been playing music all my life and they are my voice, so to speak," he said.

"It's horrible."

Ashworth, Inc. (NASDAQ: ASHW), a leading golf lifestyle sportswear company, announced financial results for its Fiscal 2001 second quarter and six months ended April 30, 2001.

The Company reported second quarter net revenue increased 13.7% to $46.9 million compared to $41.3 million for the same period last year. Second quarter domestic revenue increased 18.8% to $40.3 million from $33.9 million last year and international revenue decreased 10.2% to $6.6 million compared to $7.4 million the prior year. Net income during the quarter increased 16.5% to $4.0 million compared to $3.4 million in the second quarter of last year. Diluted earnings per share increased 15.4% to $0.30 compared to $0.26 during the same period last year.

Operating leverage and cost controls further contributed to our operating margin improvement. Accounts receivable increased 29.9% year-over-year reflecting the wholesale revenue growth. For the six month period ended April 30, 2001, the Company's net revenue increased 17.0% to $74.6 million from $63.8 million last year. Domestic revenue increased 20.1% to $64.4 million from $53.6 million last year and international revenue increased slightly to $10.2 million from $10.1 million last year. Net income for the six months increased 18.2% to $4.4 million from $3.7 million. Diluted earnings per share increased 22.2% to $0.33 compared to $0.27 during the same period last year.

Based on current economic and industry conditions, the Company is revising its revenue and earnings expectations for the second half of Fiscal 2001. In light of the uncertain economic conditions and the impact of unfavorable weather, Ashworth now expects mid-single digit revenue growth during Fiscal 2001 and earnings per share of $0.40 to $0.43 for the full fiscal year.

Internet Sales Tax Topic Dominates FAIR Meeting.(Finance, Administration and Intergovernmental Relations)(Brief Article)

Internet taxation led the agenda of NLC's Finance, Administration and Intergovernmental Relations (FAIR) Steering Committee during its meeting June 4-5 in Pembroke Pines, Fla.

Committee Chair Joseph Brooks, a councilmember from Richmond, Va. reviewed the work of the Electronic Commerce panel of the National Tax Association on which he serves as one of two NLC representatives.

Estimates of revenue loss in different cities and states were discussed as well as the study commission created by the Internet Tax Freedom Act. The subject was broadened to allow a look at the more general issue of tax base erosion.

In the two other priority areas selected by the FAIR Policy Committee in March: national debt management and Social Security, the committee agreed that current policies on these subjects are sufficient. At this point the committee will not be bringing major policy amendments back for action to the membership in December on these two subjects.

Issues related to taxation and regulatory immunity by tribal governments also resulted in lengthy discussions. The committee was briefed on new regulations proposed by the Department of Interior to improve notification and participation procedures for local governments when tribes or tribal members apply to have land placed into trust status. Trust status is of concern to cities because once land is placed in trust it is immune to any state and local regulatory control or taxation. Comments on the regulatory proposal are due in July and the committee was briefed on NLC's intended comments.

The second subject was a legislative proposal to compel tribes to collect and remit sales and excise taxes (such as cigarettes and gasoline). The committee saw this as an important issue with some shared characteristics with the Internet tax issue, but asked for additional information on the subject before they felt comfortable in issuing specific policy recommendation. The committee will be communicating with the NLC Board about the importance they attach to the issue while raising some of the concerns that they will be studying prior to the Congress of Cities.

The committee also began a discussion on federal preemption of municipal regulatory authority on the subject of gambling cruise ship docking. This was a subject raised by Mayor Bruce Tobey of Gloucester, Massachussets at the FAIR Policy Committee meeting at the 1998 Congress of Cities in Kansas City. The committee promised to review this subject during 1999 and began that review at this meeting.

The consensus of the committee was to avoid discussion of the pro and cons of gambling but indicated an interest in this subject as an issue of federal preemption. The committee raised a number of questions they wish answered at their fall meeting at which the committee will consider drafting a policy recommendation on this subject.

The Clinton Administration has proposed a new type of federal. security, Better America Bends, which would allow municipalities to apply, through a competitive process, to acquire open space or recycle brownfields. If the application was approved the municipality could issue a bond to be repaid over 15 years. The unique feature of this borrowing would be that rather than the municipality paying interest on the bond, investors would receive tax credits directly from the federal government.

AUST GREENS PUSH FOR JUNK FOOD AD BAN.

CANBERRA, June 29 Asia Pulse - Australian parliament will introduce laws to ban junk food advertising aimed at children on television, the internet and mobile devices next week.

Greens leader Bob Brown said Labor and the coalition needed to seriously consider his legislation.

"(They should) listen to what the medical advice says, or look at the economic ramifications if you can't see the social ramifications of the coming epidemic of obesity in this country and around the world," Senator Brown told reporters in Canberra on Wednesday.

The Australian Medical Association (AMA) on Monday called on the federal government to introduce new rules for the fast-food industry, saying self-regulation was not working.

The call came after a study found that children were being exposed to the same number of junk-food ads on TV despite the fast-food industry's introduction of voluntary rules about marketing products to children.

The study found the total number of fast-food ads had increased after the industry's voluntary code was introduced in August 2009, with no change in those for junk food.

But the Australian Food and Grocery Council (AFGC) says ads for unhealthy foods aimed at children make up a "very small proportion" of all food and beverage ads.

Seven fast-food chains including McDonald's, Pizza Hut and KFC have signed up to the voluntary code, which set new nutrition standards for foods aimed at under-14s.

The executives were asked 10 questions on key technology trends and the results included:

* Spending - 76 percent said they will expect to increase information technology (IT) spending over the next 12 months; only 17 percent said they will decrease and 7 percent said spending will remain the same

* Managed Solutions - 55 percent said they are shifting more of their overall capital expense to managed solutions; with only 33 percent saying no and 12 percent saying they don't know

* Compliance - 84 percent said they have increased spending on regulatory and compliance systems in the past two years; only 5 percent decreased and 11 percent said spending remained the same.

* Cloud - When asked what infrastructure investment areas have yielded the most return on investment (ROI) in the last year, cloud computing received 45 percent of the responses, another 33 percent said low-latency trading and 23 percent said complex event processing (CEP).

Net piracy: prove innocence or face fine.

People who breach copyright through illegal file-sharing could be fined up to $15,000 or have their internet connection cut off _ and the onus will be on them to prove they are not guilty.

The entertainment industry hopes the law will scare people out of downloading songs or video through sites such as Pirate Bay.

The Copyright (Infringing File Sharing) Amendment Bill passed its third reading yesterday, ending two years of heated discussion and an online ``blackout'' protest on sites such as Facebook and Twitter.

Only the Green Party opposed it, because it felt cutting off internet access was an excessive punishment.

The bill is widely seen as an improvement, but it still retains the controversial provision to suspend internet accounts for up to six months after three offences.

After three notices for infringing copyright have been issued to an offender, the copyright holder can go to the Copyright Tribunal _ chaired by a High Court lawyer _ to ask for compensation of up to $15,000.

If a copyright holder wants a connection suspended, they have to apply in the District Court _ but that option is available only through a ministerial order-in-council.

A spokesman for Commerce Minister Simon Power said suspension would be considered only if the tribunal process failed to have an effect.

The law will come into effect in September and the system, which will not apply to mobile networks until October 2013, will be reviewed after two years.

Labour's communications and IT spokeswoman, Clare Curran, said the option to shut off the internet had effectively been shelved.

``If an order-in-council was passed and termination was enacted, then I will be strongly recommending to my caucus that we repeal the bill.''

Lowndes Jordan partner Rick Shera, an expert in internet and intellectual property, criticised what he said amounted to presumption of guilt.

Any notice from a copyright owner to the tribunal will be ``presumed'' to be correct. The copyright holder will not have to prove they are correct, unless the accused gives evidence or reasons showing otherwise.

``Up to 30 per cent of copyright cases fail because they can't prove that they own the copyright.

``But they won't have to prove that [unless the notice is challenged].''

Mr Shera expected the accused would have to show sufficient evidence the shift the burden of proof to the copyright holder.

``Where you have a presumption, you can expect the tribunal will require some degree of evidence. Just raising your hand and saying `actually, it wasn't me', I don't think that's going to work.''

Copyright holders will pay a fee _ yet to be set _ to lodge a notice with the tribunal, but Mr Shera questioned whether it would be enough to prevent a flood of complaints.

National MPs received a grilling from the internet community as the bill passed. When list MP Melissa Lee said via Twitter that she was going to listen to a ``compilation a friend did for me of K Pop'', she received a reply from christopherbull: ``I really hope that compilation was all copyright cleared. Otherwise, you know, you'd be a glaring hypocrite.''

Dec. 13--Put Florida driver Dave Steele in an open wheel race car and the result is almost always an impressive finish. Steele has tasted success in Silver Crown, sprint and midget race cars over the past decade. He has not fared as well when climbing behind the wheel of a stock car, making limited starts in the Busch Grand National series.

Last Saturday, Steele captured the inaugural running of the Florida 400 at the Desoto Super Speedway, leading 292 of the 400 laps around the3/8 mile banked oval. Unfortunately it has been difficult to obtain information about the running of the Florida 400. But through several Internet searches I learned there were 19 cars in the starting field and attendance was estimated at 1,500. That's a far cry from the more than 33 teams that appear annually for the Pay Less Little 500 at Anderson Speedway, where approximately 10,000 fans watch the greatest pavement sprint car race in the world. Steele captured the Little 500 in 1996 and could easily have recorded another two or three victories in the event. The most disappointing finish for the Tampa native had to be in 2000 when his mount ran out of fuel with two laps remaining, handing the victory to Florida driver Jim Childers. Steele finished fourth. In 12 Little 500 starts, Steele has captured the pole position five times and has posted seven top-five finishes.

At the Florida 400, Steele started from the pole position. Along with the Little 500 victory, Steele's resume includes a victory in the 1994 Florida 500 at Charlotte County Speedway, where he placed third in 1993. Two other veterans of the Little 500 finished on the podium in Florida this past weekend. Michigan driver Jason Blonde came home second and Warsaw's Tony Elliott garnered third-place honors.

Elliott has been a regular at Anderson Speedway for many years, making a total of 13 Little 500 starts. His best finish at the Indiana oval has been third place in 2006, 1995 and 1998. Elliott has finished in the top 10 seven times. Blonde has never finished better than 15th in four Little 500 starts since 2000. It was good to see that the Florida 400 came off without a hitch and there is talk of making it an annual event. Hopefully in future years the Florida race promoters will take advantage of the expertise that Anderson Speedway officials can offer along with Jason McCord and Jason Smith of the Premier Racing Association. How exciting would it be for sprint car racing teams, drivers and fans to have two long-distance events a year? Car counts have to increase in Florida, but that should improve in future years.

I'm sure a lot of Midwest sprint car fans wouldn't mind a trip to the Sunshine State during the winter months to soak up some rays and enjoy a top-notch racing event. A race just weeks before the Christmas holiday could be problematic, maybe the Florida 400 should be moved to late January or early February. In other racing news The Premier Racing Association Big Car Series for Silver Crown cars made obsolete when the United States Auto Club went to a new chassis and body style this year, will complete the 2006 season tonight at USA International Speedway. Chet Fillip, the only driver to win the Little 500 and Anderson 400, is the points leader. He has a 100-point lead over Eric Gordon and a 225 margin over A.J. Fike. SJR expands.(St. Louis Journalism Review)

Here's the plan: SJR will expand its mission into the electronic media--first with a radio program on KDHX and then, in a few months, with a television program on KDHX-TV. We will also have an interactive blog set up by mid-winter.

In the 35 years SJR has published, a sea change has taken place in journalism. When we started out, most of the local radio and television stations were owned locally or, if not, they were given a tremendous amount of autonomy. More importantly, St. Louis had two daily newspapers, both locally owned.

Today, with a few exceptions, all the local radio and television stations are owned by big national corporations. The St. Louis Globe-Democrat is no more. And the St. Louis Post-Dispatch is owned by a company in Davenport, Iowa.

In other words, the people who determine the structure of newsrooms in St. Louis, their scope, their focus, their style--their budgets--are sitting in offices hundreds of miles from here. They have less understanding of the community. They have more responsibility to their stockholders.

Fifteen or 20 years ago, SJR could critique individual news stories by how they were reported, the political and social circumstances that shaped them, and we knew where the buck stopped.

During the last few years, though, our focus has changed to more general critiques. Journalism think tanks, esoteric theories, corporate strategies, new and complex legal questions and national trends have all had enormous effect on our local news. In short, to really understand local news we had to understand things that hadn't been part of St. Louis journalism before.

Our mission to critique local journalism hasn't changed but our methods and sources have been transformed. Media criticism today is more philosophic than it was in 1970 and the people who understand it best aren't necessarily in St. Louis.

A.J. Leibling once said that freedom of the press belongs to those who own the presses. Well, if that's the case, we have less freedom of the press than ever before because fewer and fewer companies own the presses.

Let there be no mistake, journalism in its broadest sense--the flow of information needed to maintain a democratic republic--is threatened in this country. A large corporation's only purpose is to make a profit, not to disseminate information that often works against that purpose. For various reasons too complicated to go into here, that didn't used to be the case.

So, here's our problem: The public sees journalism criticism in the old ways--misquoting sources, reporters' bias, advertising pressures, editor's decisions, etc. Those are still areas of concern.

But the real story of local journalism is the national consolidation of media ownership and the newsroom's place in corporate America.

To truly critique local journalism, SJR needs to educate the general public to the new and broader problems. To do that, we have to go to where the public is--to the Internet, to radio and to television. And we have to talk to sources who deeply understand the new journalism universe.

The radio show will air on Wednesdays at 7 p.m., right after "Democracy Now."

In fact, as you read this, the first show has already aired. It was an interview with nationally syndicated radio talk-show host Thom Hartman. Hartman is also an author and media historian. His books include "What Would Jefferson Do?" and "We the People."

The second program, which will air Oct. 19, is an interview with broadcasting legend Walter Cronkite. We talked about the history of television news and how it stands now.

The television show will begin in January. It will have the same format, with a couple of additions, as the radio program--calm, intelligent conversation about the crisis in journalism and American democracy.
